Stakes in the Privatized Strategic Public Enterprises
The revenue generated from selling the GRASS equity shares should be invested in a fund called GRASS Fund which is owned by the citizen shareholders of the nation-state plc. The fund is to be managed for profit professionally by an independent body but under the supervision of the Treasury and a parliamentary committee.
The author proposes to sell a portion of the GRASS equity in the market as Class B shares to institutional and other investors at a premium price as determined by a semi-regulated market mechanism. Moreover, it is suggested to invest some of the funds generated from NE sales in the privatized strategic and essential services enterprises, including utilities and telecommunication such as the British Telecom (at least a 20% stake) in order to generate a profit for the fund. This will also give the stakeholder citizens an indirect influence on the operations of these companies.
